I'm planning on getting an AMD Athlon x4 II 760k which is supposed to handle 2133 speed ram without an overclock. Will it bottleneck the CPU if I don't use the 2133 Ram? or will the performance increase be low enough to stick with 1600 or 1866?

That just means that the CPU will support upto 2133MHz. You'll be just fine with 1600 or 1866. Your RAM won't bottleneck your CPU overclocked or not. You'll be fine.
Difference in ram speed would only really change performance on an APU or GPU which this ram isn't for so you'll be fine :)
