I would say you could hit 4.5ghz potentially with cpu. fps i couldn't really tell you.
4.5ghz? max sound fairly week for an AMD cpu
I would suggest upgrading the motherboard to a 990x/fx chipset if you are going to try to overclock an eight core. The power delivery on the 970 chipsets I have heard are not the best for overclocking the eight cores.

If you want to overclock, get a decent motherboard like an Asus M5A99FX Pro R2.0
the M5A97 R2 wouldnt be even close enough to fully power an OC'd 8350. It could run turbo speeds but I highly doubt it could do more. Also shy away fromt he gigabyte 990 UD3 boards because they tend to have issues with the amd 8cores. The Ud5 and better dont have those sort of problems with the power delivery though.
Like the others I would suggest a nice 990FX board like the M5A99FX which is really good for the price. Other noteworthy boards for a budget and high overclocks are the Sabertooth, Gigabyte UD5, and MSI GD80v2 (all 990FX boards).
My friend is using a M6A97 Le (which has worse overclocking capability due to vrm) and he has a 8350 4.3ghz with the stock cooler.
speaking from my experience with overclocking amd, you get 1ghz overclock on the base clock speed. for instance i had a FX-4300 which the base clock is 3.8 and i got it to 4.8 with a self contained loop around 1.485ish volts.
Its entirely possible to do that because its within AMD's specs for the chip and it will work just fine. Hell, I'm running my 1045T +1ghz overclocked on the stock cooler right now just fine but the temps are on the high end of the acceptable spectrum. You can run 8350s on 1.3v all day long on stock coolers around that speed. But at 4.6ghz/1.45+volts is a different story.

Heres a good example of the voltage curve of a cpu (last gen phenom II x6's). Its all fine and dandy up until a certain point where the voltage and power draw (thus thermal output) starts getting significantly higher every step. The same thing happens with FX 8xxx processors but at different voltages/speeds ofc.
I think it's the UD5s are the ones with the problem (bad VRMs or something)
The UD3 and UD7 are good as far as I know.
I can confirm this.
I had an FX-6100, FX-6300 and now I have an FX-8350.
The FX-6100 got me just below 4.3 GHz stable (from 3.3)
The FX-6300 got me to 4.56 GHz stable (from 3.5)
And I run my FX-8350 at 4.56 GHz and I'm heat walled now (53 C on full load) I did manage to get it to 5.0 GHz, but with fans on max(way too loud) - don't know if it's stable at those speeds, but I doubt it.
So yeah - a 1 GHz increase - except on the FX-8350. (unless you have some hardcore cooling)
My MOBO is GA-990FXA-UD3 rev 1.0 - the rev 1.0 does not have LLC(load line calibration) settings. That could be troublesome - but as you can see, it hasn't stopped me.

I reduced the clock from 4.68 to 4.56 for everyday use and stability.
EDIT: All of the overclocking was done with Thermaltake Frio.
