depends on the cfm. personally, i won't buy anything over asy.... 26dba, because that's the max dba of my cpu cooler I selected.
the akasa viper fans push about 110 cfm, and are about 25 dba, which is pretty good. however, I would get a quieter fan if it didn't push so much.

ok, you NEED pwm, high SP fans for this. the CM sickle is a pretty good case fan, but for heatsinks, get something like the akasa.
pwm ( also called 4-pin) fans tend to be high SP, which is waht you want for heatsinks.

High static pressure is good for radiators and heatsinks. The positive vs negative pressure argument is something different altogether. When you're talking about static pressure, you're looking at how much air the fan can physically move through a dense fin arrangement. When you're talking postive vs. negative pressure for the case itself, you're looking at the difference between air going in and air going out through the fans on your case.
Anything at or below 26 dba is probably considered "silent" or "quiet." It really depends on whether or not anything above that will bother you. Different fans make different noises as well. Some fans rattle, some buzz, some hum, and with some of them you can only hear the amount of air being pushed. Certain sounds are more tolerable than others.
I have 4 Corsair SP120 Performance fans. I was going to slow them down with a fan controller because they're rated for 35 dba, but I decided just to keep them at full speed because they do a good job at keeping my CPU cool since they're attached to the H100, and their noise is tolerable to me. They're a little noisy, but I can drown out the noise pretty easily with my speaker system and headphones, and they're a lot more tolerable than the rattling sounds my old Sickleflows were making.
yeah, that is true, my roomate's laptop has a really high-pitched whine, but the guy down the hall has a desktop that hums, both are equally lou, but the humming is far more tolerable
You should be able to look for the stats somewhere on the internet. Just search for high static pressure fans or something. I've seen pretty comprehensive static pressure fan guides online before; you just have to dig for them a little bit.
The best fans for static pressure right now are probably the Corsair SP120 performance fans unless you want something ungodly loud like a Scythe Ultra Kaze or Delta fan. If you're worried about the noise you can always get a fan controller or go for the Corsair SP120 quiet edition, which will be much quieter than the performance version.
Another great fan for static pressure and silence is the Scythe Gentle Typhoon. I almost went with those for my rig until I did some research and decided to try to the Corsair fans instead. The Gentle Typhoons have pretty good static pressure and are quieter, but they're hard to find. You can always go with a Noctua NF-F12 as well.
The Corsair SP120, Scythe Gentle Typhoon, and Noctua NF-F12 are all great fans for static pressure, and they won't make your rig sound like a vacuum cleaner. Like I said before though, the SP120's are a little louder, so if you don't want to mess with fan controllers or buy the quiet edition which sacrifices some static pressure, you can always go with either the Gentle Typhoon or NF-F12.

Simple question, simple answer. Here you go... hot air rises, we all know this... Pull air in from front of case, yes. Exhaust out back and top, yes. Intake fans positioned at front bottom or in front of hdd cages a must. You also dont want too many fans pushing and pulling in the same direction... bc then you just create negative zones (air just bouncing/swirling around)... anyone that saysdifferently needs to read up on some simple physics.
So to restate what others have posted, 120-140mm in front and front/middle bottom, psu fan facing down, an exhaust fan on back with good cfm's, and if your case allows it, top fan(s) to pull air out as well. 2-3 in and 2-3 out. your best bet is hydraulic bearing fans... noctua and corsair make some great fans for standard airflow and static pressure as well. just a tip, hope it helps :D
Wow, that Arctic Cooling fan looks like it would make a great case fan. I can't speak for how well it would do on a heatsink or radiator though. It looks like they move a lot of air at a low RPM. I don't know how sones translate into cfm, but low RPMs like that usually mean they're pretty silent.
Don't forget intake fans on the side panel if the case supports it.
