I snagged one of these little gems from Monoprice for $13 shipped. This includes an original manufacturer's box, Driver Disc, and instructional insert for beginners.
Note: this is still good enough for SATA III Hard Disk Drives because the controller speeds don't even come close to saturation until SSD speeds anyways.
I just need a basic RAID1 Mirror to store all of my games and media. I will be using NTFS for the Shadow Copy support in Windows 7 and readability on my Linux distro installations.
Just for safety, I do have a third identical HDD as a cold spare.

There was a very slight performance loss when switching from my Intel Z97's SATA Controller to this SATA II card, but it has nothing to do with SATA III to SATA II -- it's simply because of the extra step with the controller now going from the Card -> PCI-e -> Z97.
The card's memory may also be slowing it down (I don't know), but it's supposed to be ECC if I remember correctly, just not as much as the one Wendell mentioned in his video. Those cards are a bit more expensive. For my needs with a basic mirror, it's adequate.
I needed to mention this in case anyone has not tried it or thinks it would matter with a mechanical non-SCSI drive.
