Fan speed (and therefore noise) is directly proportional to heat. Take one minus the efficiency of the PSU, and multiply by the Watts your computer uses. That's the heat the PSU produces converting the power for your computer. (The motherboard also does power conversion and dissipates a small amount of additional heat.)
Any above-marginal power supply can be quiet if its fan runs slow or doesn't run. Therefore:
- Use less power. You've already checked this box.
- Buy a higher rated PSU than you need, because they tend to generate less heat per Watt or are better at dissipating it. Usually both. Consider running at 20-30% of the PSU's capacity instead of 50%.
- Buy a more efficient PSU, because that will generate less heat per Watt.
- Arrange / design your computer case to let the heat out or force the heat out. Put the PSU at the bottom.
If your system consumes less than 300 Watts you might do with a Seasonic fanless PSU. But fanless is not necessary for quiet operation, because almost all non-marginal PSUs have a quiet fan. The lowly Corsair CX430, which may be the cheapest non-marginal PSU that's not made by Antec, can be quiet if you consume say 100 Watts. Above that I can't be so confident it will be quiet, but it might be quiet up to 150 W.
Bronze PSU: one minus efficiency is about 0.15 .
Gold PSU: one minus efficiency is about 0.10 .
Not much difference unless you're consuming a large amount of power.
Even a Seasonic G 550 is overkill for your system (note the gold rating), and a CX 500 is likely to be sufficient but at $80 vs $60 the Seasonic seems like the better buy in my opinion. It uses a better design, it's made better, plus it's more efficient.
Be Quiet ! Platinum 850 Pro 10 is my pick at present (and yes it is so quiet.) Only time I notice it is when the Blue LED on the back lights up . The wiring was a dream to install but the only thing I hate is not seeing the black beast and the logo is hidden behind the corsair front panel. I see they have just come out with the 11, so its a no brainer what I am getting next. Other PSU's I have used are OCZ (sexiest cables EVER) and a Zalman with Heat Pipes !
None of them have fans. So zero noise. SeaSonics and Silverstone. I have also heard very good things about the Be Quiet! PSUs but have never owned one.
