Can I activate Windows 7 online using the Windows 10 activation key?

I believe you can with a Volume License but I’m not to sure about individual licenses. With the refresher licenses I have they are labeled as Windows 10 but they work with Windows 7 no problem, I believe they fall under the Volume License category. You can definitely still do the opposite(Win 7 license to register Win 10).
This only applies if software assurance is purchased, this entitles you to a downgrade, I’m not sure it would go back as far as 7 though.
