Probably not. ChromeOS is a ballpark denomination, it might be several things, depending on the hardware it runs on, but generally it's pretty locked down on an application permission level, and you can only use things that come from the Google repos, and it has a pretty limited linux kernel. The good news is probably that if you're running ChromeOS, there is a good chance that you'll be able to replace it with a real GNU/Linux distro, which is fully unlocked and has a user configurable security and permission system and a full featured linux kernel.
It's a striped down version of Gentoo, IIRC. When you enter developer mode you have access to the console and can try to install/build the emulator (with all deps, of cause).
If you want a full gnu/linux system look at ChrUbuntu or Crouton.
I would have gladly done that...If it was mine. It belongs to a friend of mine, and he wont let me change anything. I'll try heading into Devloper mode and installing the emulator.
