A friend planning to upgrade

Hello, my friend has an older pc, and he is thinking of uppgrading, he currently has an old AMD cpu (Phenom x3 8550), a GTX 650 and 4 GB of DDR2 Ram. He is thinking of upgrading to an GTX 770. He is unsure about uprading because he is afraid that the cpu will bottleneck to much.

Should he upgrade his GPU even though the rest of his pc is a bit outdated?

And will he be able to play new games on high settings?

770 is a bit too much for that. A 760 would make more sense.

But is the difference between a GTX 650 and a 760 big enough the be worth the upgrade?

yes, its a pretty big upgrade. A gtx 650 has 384 kepler cores, and a 760 has 1152 kepler cores. That is more than twice as many cores. Expect some serious increase in framerate.
