I need a build that can run metro 2033 on high DX11 at 40 fps stable (no physx or Tess)

I also need a 1080p monitor because this is my first build so really the budget is like 800$ USD

If you go with the AMD option, that'll allow you to allocate more funds to the GPU.  I'd recommend stepping up the GPU to a HD 7950.  Or if you're an nvidia fan, you can get the GTX 660 Ti.  The HD 7970 and GTX 670 would be excellent choices as well; although, those GPUs come with a heftier price tag.
