I have been looking to build a gaming PC a bit under the 900$ and i was very interested in the GTX 960. The problem is that prices are way higher in Europe and i need Windows because of my parents that don't want me to crack it. The problem is every build i find are above budget (around 850€).
PS : Windows 8 costs 115€ in France so it makes around 125$ which leaves 775$ for hardware. Also i already have a monitor, a keyboard and a mouse.

And can you link us a few websites you might buy from? PC part picker does not seem to have a french version.
A few questions:
Are you a student? Cause you can get a student version of windows for a far better price (costs 60€ here). Also do you need a case and storage?
I want to play tha latest games like Farcry 4 or The Witcher 3 at least at medium settings. As i am French, you have sites like LDLC, TopAchat or materiel.net

Could count as the same, some countries count it as the same, some don't. Doesn't hurt to ask
Get an OEM license for Windows, or buy a key of someone who bought in bulk. I once got a key for E20 in the Netherlands.
As far as hardware is concerned, I'm only familiar with the Dutch Tweakers.net which allows you to make wishslists and the prices probably come closer to yours there.

I just thought of something, can I recover an old computer's optical drive ? Because it'll only be used to install Windows and nothing else so it would be a waste to buy one.
If i remove the SSD, yes there's room for Windows but i know AMD's FX processors are really old so wouldn't it be better to have an Intel processor ?

Well, even with an AMD based build, the price stays the same. Again, i said the parts cost higher in France than in the US. In fact, in France, they manage to not change the numbers but only the currency so in the US. For example, when you see an Intel processor at 200$ in the US, the same Intel processor will cost 200€ in Europe even if there's a difference of currency.
Use windows 10 preview as os, its free, and when the full version releases just get it for free, it would really be a waste to buy an os now.

I think Microsoft thought of it. It won't be that simple. I don't think you'll be able to get Windows 10 for free if you download the preview otherwise everybody would have done it already.
