I'm about to start a new 8350 build with the MSI 970 gaming. Planning on overclocking the CPU with a coolermaster fan and I'd like to put in the Sapphire 280x with direct x 12 support. Later on in the future could I upgrade the gpu to something like the r9 390 without the 8350 bottlenecking the card? I'm hoping with vulkan and dx12 the cpu will become less of an issue for gaming.
The FX-8350 is already bottlenecking cards like the R9 290 in some games. I'd recommend going with an Intel platform. It's actually not much more once you factor in the price of a good motherboard and CPU cooler on the FX-8350.
Should I go with a used 3570k?

I'm not dead set on overclocking. I was only planning on overclocking to reduce any bottlenecks. I'd actually rather not overclock if possible. I might go with the 4960 non k and Asrock Z97 Pro4 as you recommended.
If this is a gaming machine go Intel. If your doing virtualization on Linux, the 8350 is a great CPU.

And considering that AMD's CPU's are basicly dead at this point for any rig that has a decent gpu, What you you recomend that wasnt "garbage made by intel."

Eww, at the thought of 390x with an 8350. Even I would consider going intel beyond 390x. I'm seeing the bottleneck like a gaping anal in GTAV every time I play, and it's not as much of a turn like in the porn movies. If you can't wait for AMD's Zen, then I'd go for either i7-4790K or at least i5-4690K since they OC like beast.
5GHz on a 4690k is easy. Hell you can get that on a 4670k. Since winter is comming here, Im going to ramp my overclock back up to 4.95 on my 4770k
@Rudster really amd cpu's are dead for a rig that has a decent gpu?? I am using a 6300 with a 7970 and can run gta v vsynced at 60fps no problem. I understand that intel cpu's are better in almost every way, but the amd cpus are still a decent option. Also I personally never recommend the 8350, just get the 8320 and take the minuscule performance hit.
I have an 8350 and I love the cpu. I have been buying AMD since the K6. They have always been a better bang for your buck than Intel. I have been an AMD fanboy since then. It's great to root for you team, but you really need to look at the numbers when you make a decision. I think the AM3 platform is at least 5 years old now. In two more years I am due for a new rig, and unless AMD pull's something magical out of it's hat, I am moving to Intel. If you are looking for value AMD CPUs are still viable. If you are looking for performance, you are severely limiting yourself if you go with an AM3 platform. Intel has many other offerings that clobber AMD's flagship CPU.
Like I said, I have an 8350, and I love it. I mostly work and run several VMs. I do game but they are typically casual games, and a little Skyrim. On overclocking, I would suggest against it, unless you have done it before. From what I have seen in the past 15 years, you spend more on the cooling gear required to overclock a cpu than it costs just to pay the extra for the faster processor that is designed to run at that speed. I use to be heavy into overclocking and case modding (until the children came) just for the sheer fun of it. I din't care that it was risky or cost more. In my mind I was paying for the thrill.
So when AMD releases their next platform, I will do the numbers. If it blows Intel out of the water I will go with AMD. If it doesn't claim the performance crown, I will be switching to Intel.
