What is the best gaming headset that I can buy for ~$70 range?
*Before anybody says "Go look yourself", I have, I'm just looking for second opinions (or maybe I missed something).

Razer Gear has some great stuff in that range but your really paying for the looks too. Don't get me wrong, their gear still has amazing sound and is good for the price, but their software and hardware are both really "flashy" and can be overbearing and hard to use at times. If you want something basic, something like a high end (in your price range) turtle beach's should suffice, but I'm still swayed for the flash of Razer. I'll deal with the few bugs any day.
Anyone else have an opinion on a good headset for $70?
I agree look at the razer kraken pros here http://www.razerzone.com/store/razer-kraken-pro. if you want something below your price range than look at these http://www.razerzone.com/store/razer-kraken
What about the steel series siberia v2? or logitech 430?
I highly recommend the siberia v2 I've had one for 4 months now and have not yet been disapointed. I have the 3.5 mm jack full size black headset version.
Do surround sound headphones make a difference?
I just got the Kraken 7.1 surround headset. It was a toss up between these and the steel series They sound great, but the software is pretty bad. Also they are USB only, so they are only really good for being plugged into the PC. They are pretty comfortable to wear for a long period, even when wearing eye glasses. The mic works fine, is retractable, and you can turn the chintzy lights out with the supplied software. I like the surround. I play RUST a lot, I can hear people sneaking up behind me now - I get clubbed in the head a lot less :)
