is there any difference between the 650ti boost sc and the ti boost?
or can I use precision x to get them up o a 660 standard???(hoping to play bf4 on a budget at reasonable settings)

If you're going to spend that kind of money on a GPU, spend that little bit more and get the GTX 660.
The 650 Ti boost SC is already overclocked ball to the walls, but the 660 can still go a little faster.

yeah there is and quite a lot but the gtx650 ti boost's core looks a lot like the core on the gtx660 i have the gtx660 myself and it runs almost every game on ultra
i was on the same path as you i first looked into the gtx 650 then i saw the ti and the the ti boost came and i asked teksyndicate for help and they recomended me the gtx 660 so took that one an believe me its worth it an especialy the asus version
