I managed to build a much beefier system for you using your $700 budget.  Without promos or mail in rebates, it comes out to $700.  With the promos and rebates, it's $655.  I has Windows 7, and its main components are the EVGA GTX 650 Ti BOOST 2GB and the AMD FX-6300.
