$600 non gaming pc build

A coworker is planning on building a pc.  His primary purpose for this is internet browsing and watching videos.  His budget is around $500. 

I have suggested him getting an AMD APU.  He already has a thermaltake case and psu.  Which I sold to him for very cheap $80.   That just leaves RAM, CPU, hard drive and a motherboard.  

 

Any suggestions on a CPU/APU Motherboard combo?  He is also not opposed to the idea of getting a cheap gpu, to which i suggest the new 750ti.   Any suggestions would be welcome. 

Also if he goes the apu route do you need an aftermarket cooler?

I went a different route when choosing parts. I figured that if it's internet and videos primarily, he pretty much will never need anything blazing fast.

Let's say somewhere between 500 and 600. 

For his purposes, this could easily be done under 600.
