i did a few changes on your build

i picked a better motherboard for you that FX6350 125W tdp cpu, i picked up the Asus M5A97 R2.0 4+2 powerphase digi vrm,  this board has a littlebit more feutures then the LE version, you selected, the Le version also don't have any heat sinks on the vrm´s, so with a 125W tdp cpu those vrms could run hot, thats why i choosed for a better mobo, You can eaven cheap out to under 600 if you just go for the FX6300 cpu instead of that FX6350. both cpu´s are great for gaming.

Further i selected cheaper ram, G-skill ares 2x4GB 1866mhz its cheaper and faster. And i also selected a bit nicer case, with usb 3.0.

okay, but as i said above, i realy not recommend the asus M5A97 Le R2.0 mobo with that 125W tdp cpu, if you ever temp to oc.

Why not? I have this mobo, and it offers OC features. My CPU is a bit  different though. It is 95W FX6300 and I never tried to OC it. Instead I removed all the case fans and enjoy an absolutely quite PC with a stock CPU fan.

can someone quickly tell me what is needed to OC a cpu? can you only OC a cpu or can you OC other components? i know you also need really good ventilation. and what controls the OC? is it the cpu or MOBO?

you gave the ansewr your self you have a FX6300 cpu 95Wtdp, FX6350 125W tdp used more power especialy when you wanne go on OC, this board does have a 4+2 powerphase, thats why it has those oc feutures, but it still has no heat sink on the vrm´s so with oc they would run extreme hot, also those board are just not made for it.

for a good oc you need decent cooling,. decent psu, and a mobo with a decent powerphase design and quality vrm´s. and a unlocked cpu.

what does a psu have to do with it? does it have to have a special property or just have to be powerful?

what's a vrm? and how do you know if it's unlocked?
