Much better build in my opinion however uses APU and no dedicated GPU could just get rid of amazing wireless card and get something and PSU is total overkill hell you don't need extra fans either. :)

Please don't get that power supply. Its junk and if it goes out its taking your whole machine with it. Please use something with a 80+ Bronze cert on it. And make sure it has OCP and OVP. And anything that can correct the AC ripple is a plus and makes a happy PC.

I would go with that intel build any day the week.

But you need to change the cpu to a 4670, because the 4690 will not work on that B85 mobo out of the box.

A cheaper i5 and a cheaper motherboard made room for an SSD. The case has a $15 promo at the moment, so for $45 it's really nice.

It is a haswell refresh but the only thing different is the TIM under the heat spreader. And firmware in the chip is set to MHz higher clock. But there is no difference in the power delivery. 

are you sure? because as far as i know haswell refresh cpu´s only work with H97 and Z97 out of the box.

I thought that for B85 and H81 you still need a bios update. At least thats what i have readed about it sofar.

Yep some of the haswell refresh will work with the older Bios. There have only been 2 for this board. And most of the B85M gaming boards out there are coming with Bios A1. They would not have put it on there if they did not test it. The ones that need bios update are devils canyon and some i3 that also have the power update. 

Most other haswell refresh chips just have the updated thermal paste and a change in the chip firmware with faster clock. For an example look at the back of a 4790K Devils Canyon. Then look at the 4790 Haswell refresh. You can see the compactor layout on the Devils Canyon is different. This is why a update is required for these chips.

Also this board launched in Q1 2014 the refresh launched Q2 2014. Most likely works do to insider knowledge the manufacturer would have had about the refresh ahead of time.   

Nice but. If he has a microcenter near him. Or like me people that he knows that live near one. He can get the 4590 cheaper. And I feel you miss out on a lot of features with the cheaper board. SSD's are nice to have. But not needed for a gaming machine. Something I would ask for a birthday or Christmas present that can be added later. 

I'd try to fit a 290 in with a Pentium G3258 as a place holder for an i5. But if you don't plan on upgrading in the future, this is pretty well rounded:
