Specifics: I already have the storage covered so do not pick out any Hard drives or SSD's, Preferably i would like the Hawell i5-4460k, but something similar would do great, Micro ATX case, the smaller the better and feel free to cheap out on the case!

The case comes with a 500Watt power supply. I have no experience with the Apevia cases, but it looked cool and helps the build come close to your $520 goal. Right now you are about $50 over with this build.
Why do you want an i5 in this price range ? You would really get better perf with AMD .

Or for $150 more, get this http://pcpartpicker.com/p/qfFqrH A more beefy Mobo, better GPU But it will set you back more, But from what we have already come up with, I personally think it is an improvement.
If you want to stay under your budjet for the 550$ just get the windfore instead of the ice Qx .i like Gigabyte and windfore coolers are awesome.
And yeah for 650€ you get such better value ....
I think PCparts picker is spitting out different prices for both cards, The IceQ is $149 for me (micro center pickup) and the Windforce is $169, what are you getting? It may be your result do not include in-store pickup.
