I have a horrible PC and plan on building one with a $500 budget. I plan on upgrading some of the parts (RAM, GPU) in the future when I have the $. I've come up with this:

theres no need for an apu in a 500 dollar build
and you dont even have a gpu in a 500 dollar build
also theres no need to upgrade the memory, if anything downgrade it
even though you shouldnt skimp on psus i dont really see the point in such a low wattage psu with a gold certification
and you dont need liquid cooling i dont think.

went a tiny bit over budget but you can surely cut it down
tips for upgradeable: spend more on mobo, get 4GB memory (not a lot of stuff uses more than that these days), I think watercooling is actually going to make it harder to upgrade, too.

Or bump to a 7770 to fit in budget. Whatever is cool. No real overclocking should be done. If it's that important try a 7770/hyper 212 or T20
i like spenlard's i just changed the grphics card to a 7850 for a few bucks more. just another option i think its slighlty better than the 7790 and come to 505...

Those AMD Phenom builds boxchevyman and Spenlard suggested are great builds and you will be able to play new games on them as thay stand and have room to upgrade

Thanks for all the suggestions guys, but when I say $500 build I mean less than $500. I'm actually really tight with budget.
I've changed it up with your guys' help (thanks a ton to everybody). It's most of your (everybody's) parts mixed and matched. I'll salvage my old optical drive, so I don't need to spend the ~$15 extra. How's this?:
