4k video playback

I'm having problems getting smooth 4k video playback on my HTPC. I recently put a 750ti into it which handles the resolution fine but playback of said video is shitty at best. The CPU is an i3 4170 which seems to be my bottleneck as its basically pegged when using MPC-HC. VLC is basically unusable as the video doesnt even want to play. It stays on one frame and doesnt update for seconds.

Is there anything that will work with this hardware? I thought this would be enough horsepower to drive 4k but its just not cutting it. I tried to check every option that related to hardware acceleration but no joy. I believe the file is HEVC if that matters.

H.265 (or HEVC, whatever you want to call it) Hardware Decoding starts with the 900 Series on Nvidia's side or the 400 Series on AMD's.

Hardware Decoding in CPU is Kaby Lake only I think (not sure about that).

Everything else would be software decoding and that just needs a lot of horsepower at the moment. 4 Threads on 3,7GHz isn't going to cut it for HEVC.
