At stock speeds both CPUs will have very similar performance, but the 4770K is a lot newer, more power efficient, has more/better features, and it can be overclocked.
I would definitely go for the 4770K. The only advantage the Xeon has is a little bit larger cache, but that does not really matter unless you are doing lots of computaional work.

I am assuming you mean the e3-1270v3 which is a haswell chip. If so then it is pretty much a 4770 without a gpu on the processor. If you dont have a reason to go that route to go the server route (dual cpu, ecc memory, whatever) then id just get the 4770k since it is unlocked.
Unless you have the budget to get an SMP MB I'd go with the 4770K.
