I already own a 1000 watts psu, and 3 1080p monitors, and need more gpu power, my budget is 450 - 500 us dollars max, includding the shipping, I was considering 2 (used) 980s or 2 (used )980 ti´s or 1 (new)1070.

But, I'd say wait at this point. Big sales coming up soon as well as a possible 1080Ti launch that should (hopefully) cause prices to drop particularly on last gen stuff.
Its hard to resist the allure of possible power when it comes to your games. But I say single card. I have been messing with multi GPU's for years and the over all experience I come away with is more of a headache than this if freaking amazing. And have far fewer issues and headache to worry about with single powerful card.
I have even gotten to the point where with all my storage on home NAS and Lan's I am going to. I have dropped down to SFF builds seeing that I am done with crossfire and SLI. This tech has been around forever and has seen improvements but just not gotten that much better. Frame rating was the biggest deal there. And still to easy to get stutter here and there.
I would also say if your someone that always has to have the newest games when they come out. Just get a single
Typically I say the same thing, But , is the 980Ti that far behind a 1070? yeah you'll lose a small bit of performance in games where SLI isn't implemented but you get a huge boon where it is. This situation IMO is the exception to the rule.
The 980Ti an GTX1070 are very similar in performance.
But i would still go with a single GTX1070 like @Cellprocessing suggested.
You could allways buy a second card eventualy lateron.
