    $400 budget USA.

  2. Aim
    Web browsing,excel,Netflix and light gaming.

  3. Monitors
    1 for now.

  4. Peripherals
    Not important.

  5. Why are you upgrading?
    My family is using an old crappy laptop that cant even surf the web.

Micro atx is what I'm thinking.
Things I have that I'm reusing:
120gb ssd
amd 7870
Extra 120mm fan

A fairly good build that will get you where you want to. I did splurge on the case a little, but it'll be quiet. If you want a cheaper case, a CM N200 will do fine.
