I wanted a PC that can run minecraft, older cods like black ops, mw2, waw, and cod 4. At first I wanted to go with linux, but it doesn't fully support on linux. I already have my my main rig (i5 3570k, radeon 7970) so these are all the games I want to play. I also would like if it was portable. I obviously don't need mini itx. I also need is and DVD burner/writer/reader

If you need an OS at this price point, well it's going to get tricky. You could look for some nice used parts to free up some money.
$250 bucks for hardware... that's tricky are you okay with running this pc naked then we can elimante the price of a case

One, I need windows so I can play the older cod. Two, how would it work without a case? How would you turn it on?
I don't know much about low end parts, but is a6 6400k good to run mw2,mw1, and black ops? Also, how about minecraft

use a flat head screwdriver and touch the two leads for power + and - on your motherboard. This will jump start the computer. It is the same as pushing the power button from an electrical standpoint.
Also, do you have any spare parts you could use for the build like a power supply, memory, or HDD? I've done a build for $250 but I had a power supply, video card and optical drive laying around. I just got a $50 mobo, $25 case, an athlon x4 (~$80 I think), 1 tb HDD ~$70 and some cheap ram. It may have totaled just over $250.
The following paragraph is a total tangent. But if you are a university student it may be useful.
It didn't hurt that I still had about 3 licenses for windows left from when I was an undergrad. You have to use those MSDNAA/Dreamspark licenses when you can. I know when it was MSDNAA I got a different key for windows 7 pro 32 bit, windows 7 pro 64 bit, windows 7 pro sp1 32 bit and windows 7 pro sp1 64 bit. I think they caught on quick to the redundancy there (since any windows 7 pro key works with any version of windows 7 pro afaik) and I think my last year they changed their site so I got one windows 7 dreamspark key and one windows 8 dreamspark key. Fortunately I had already acquired my keys prior to the change and the dreamspark version game me yet another key.
Would you reccomend getting a case and ram from something like eBay or craigslist

Case sure. As long as it's not full of hulls it'll work. I've only ever purchased one used device off ebay (my phone) and that came with buyer protection. I would feel comfortable buying ram if I could get buyers protection again and bought from a reputable seller. Ram shouldn't be a huge investment so even if something does go wrong with the transaction, hopefully it won't break the bank. If you get it from craigslist just make sure the ram is working when you pick it up.
