As stated above its almost impossible at this price with Windows, in my build you need to salvage a DVD drive and a HDD from elsewhere, also a tip I would install Windows from a friends CD, you get 30 days before you have to registre, so you can buy the Windows next month.
When you use a CPU with integrated GPU its really important not to skimp on the RAM, since it will seriously hinder the GPU performance.

Get a 300$ APU based System, and put LINUX on it, he will be completely able to run minecraft and record footage.

Are you sure you cant get win 7 for cheaper? It is often discounted or free for students and such. Only spending 200 for new hardware will get you a very shitty pc. If he is going to record minecraft videos he will need enough power for fraps, at least some storage for the videos and at least a proper quadcore for editing. Id second ebay or craigslist, you should be able to get something like a phenom 2 x4 965 with 4gb+ ram, 500gb+ storage, an OS and a gtx 460 or better for 200-300 if you look for a few days.

That is exactly what I would recommend for a budget build like this. Just make sure, if you do an APU build like this, that you choose at least 1866mhz ram. It's worth the extra couple dollars because it will really help the gaming performance.
FRAPS isn't the only screen capture tool available. You could get something like OBS (freeware) and use that for both screen capture and streaming. There are even some games that natively support game capture. I know Minecraft was recently updated to support native streaming to Twitch.
A $300 PC is a $300 mistake.
Save up a bit, babysit some kids, shovel some driveways, sell on craigslist/kijiji and scrounge up ~450-600$.
You'll be much happier with your computer, and it will last much longer. I remember I used to play MC on a 3.0 GHz Core2Duo with a fair GPU (GT 640) and it hit 12fps at relatively low settings at a low resolution, a 300$ build will probably get similar performance, and recording will be a nightmare.
The A8-7600 shouldn't have any trouble running/rec minecraft. But I agree, even just $100-150 more will get you a FAR better machine.
Build a PC for like 4 or 5 hundred if you can. Look around local shops and online for deals on cheap, but good performance parts. Salvage old parts like disc drives and hard drives (maybe even case). Also, don't include windows in your price. There are ways to avoid paying for that. It's really not that hard to get.
