No real need for such fast memory. A 1600 speed kit would do just fine, but if the 2400mhz set is close in price it doesn't hurt to pick it up.

Pick up a 1TB WD Blue drive - it's like $2 difference. Don't go lower unless you're really looking for ways to cut costs.

Consider EVGA's 500B and 600B power supplies. They perform similarly to Corsair's CX lineup, but are often cheaper.

Like I recently scored a X58 board and an i7 920 and 212 cooler for $60AUD (i assume your in the states) i scored a case for free, ram i had lying around from my old FX6300 build, PSU i just bought new for $85AUD all i am really missing is a Graphics card and a HDD/SDD for far i have spent $145aud i have a working system no benchmarks yet

Here is what I would do if you would be playing CSGO GO INTEL. CSGO is based on the Source engine but modified to make it look acceptable nowadays. It likes high IPC which Intel has and doesn't really use many cores. I play CSGO and yes Intel is a lot more suited to CSGO.

No, they just don't see reason to add to costs for a certification that means zilch. That cost'd only be passed down onto you when you buy the cards, anyway, so I don't see why you're complaining.

Great news. (sarcasm) My build's GPU went up in price by $20 and it is now close to undoable (my parents would have to pay for shipping).

With the price going up you could either take a gamble and wait for it to drop back down or consider an APU build. Especially if you're going to upgrade down the line.
All you'd need to change is the CPU to an A10-7850K or A10-6790K.
If you had the extra money then after cutting out the GPU, see if you could get an aftermarket cooler for around $20. Since the APU is all you'd need to cool it'd be a good investment.

I'm going to wait until after the New Year's "sale" to see if the price drops back down, but if not I will switch out to an APU build.

This is related to a build I did a while back, due to CS:GO's single threaded nature, I highly recommend an Intel CPU (though an AMD will do just fine), sketchy RAM and sketchy motherboard, but I think you will do fine at around 80 FPS without an overclock with a Skype call, CPU will be your bottleneck. I have a similar build OCed to 4.3 (I think?) and my max FPS is about 100 USD (CPU bottleneck, my GPU gives like no shits).

I apologize if shipping is above your 383 USD, I don't know where you are based, but you have about 50 USD spitting room for shipping. Also, that FPS is based off a freshly wiped Windows 8.1 Pro N machine, not off a Linux machine.

The main reason I decided to go for quad-core is due to the fact that I'm not just running games and the 4 cores give the 860K a multitasking advantage. Also I talked with my mom who has worked in IT for 30 years and running, and she said to go for the quad core because even with Intel, the path for upgrades isn't as clear as I'd think.

Uhh, upgrade path on a LGA1150 is pretty much infinite at the moment, if you have another 50 USD, you could go to a i5-4460, and even higher if you get a better motherboard. I have no clue what you are talking about. The G3258 has almost no issues with multitasking, and in fact continues to surprise me at how well it handles the bullshit I throw at it.

It is not above your budget and will probably end up below your budget.

HOWEVER, you are right about the upgrade path and since it handles multitasking I'm definitely considering it far more heavily. I'm doing research now to see if the G3258 is the right way to go.

G3258 is a decent path to go, and with a decent mobo can get you anywhere.

MIne is showing $429 haha. No big deal I looked and the G3258 outright kicks the 860K's ass.

This is my personal testing of the G3258 (somewhere in there). I believe the 860K does better for BF3 and 4 because of better multi thread support, but CS:GO may or may not be better.

This is looking like this is going to be the finalized build. I'm buying the parts this week, most likely this weekend. Thoughts?
