I want to get the 280x, but I want to get the best possible card with the best non reference cooler. I have narrowed down the ones I want to the HIS x2 cooler, the Asus DCUII, and the MSI twin frozr. Which card is the best in terms of temperature, noise and performance?
Well from the reviews I've seen, the new Sapphire Toxic cooler is the best by quite a lot.
I do want that one, but it's really hard to find, and when you do find it, it goes for 350. I only want to spend about 300-310

Keep in mind that they have different stock clocks (around the same, but few Mhz here or there) and that the Club3D one has a back plate (which I would like, but you might not care).
Well out of those three, I'd go for the Asus. It usually overclocks well and is usually the quietest and usually close to being the coolest.

It is a bit more expensive than you are looking to spend. The Gigabyte one looks good though.

Well the HIS will run hotter and louder and looks absolutely awful and dated, in my opinion won't be worth the 2% performance gain
His runs cooler than Asus, just a bit louder.
