So Windows is saying that I have 16 GB of RAM, which is true, but it says right next to that in parenthesis that only 8 is usable. I don't see why I can't use all 16. I'm using Windows 7 Ultimate 64 bit. Any help on how to fix this would be great.

which slots do you have your memory install in? maybe they are not in the same bank you so you cant do dual data rate.
do you have onboard video? that can take up some ram.

They are installed correctly according to the Motherboard manual.
I have a dedicated GPU. EVGA GTX 570 HD 2.5 GB
enter the BIOS on your system and go to the advance tab, enable remap feature
go to msconfig - boot - advanced options - tick maximum memory - reboot
That should sort it out hopefully. Its got nothing to do with windows being 32/64bit as 32bit would only see 4gb max

And I'm pretty sure this is a Windows issue because I just switched to 7 from 8.1 and in 8.1 all 16 GB of my ram worked.
Why did you switch back to Windows 7?
Windows 8 was an annoying shitfest of tiles and everywhere that's not my desktop.

try booting up with only one stick, then the other.
try changing the banks they are in
