Ok. So I just recently upgraded to 16.04 from 14.04. Running Mate. I have noticed that video playback has seem wonky and i'm believing this to be a driver issue. However, following the advice here: https://help.ubuntu.com/community/RadeonDriver
Everything seems to be in order. Updates in Terminal aren't giving me anything and this is only a 360p video native on an AMD a10-7800. 16 gigs 2133 DDR3 with 2 dedicated to vram.
Suggestions? Maybe try installing Pro driver when I get home? Currently at work atm
The AmdGPU Pro driver only support a very select number of GPUs:

Scroll down for the list, I don't think your APU is supported.
I had luck installing the 4.6 kernel and the updated mesa libraries on my machine with a R9 290X. It would crash hard with the default kernel on 16.04, something with the DPM (power saving) being buggy for Hawaii.

Is this for a Youtube video? Do you have the proper HTML5 plugins installed? Do you have Flash [not needed as much anymore]
Actually no, it's local and the problem seems to be with vlc. Kodi has no issues playing the videos
