so i have never build a PC before, please tell me what i need and what you guys would build.

i want something that can play just about any game, but also can be used for college 

Do you need an OS? Monitor? Oh, and will you overclock?

no i can get 64 windows 7 from my school for 15, i have the monitor keyboard stuff, i just want the tower, and idk.. i dont really understand what overclocking is

could i loose the operating system snd get more RAM?

Use the extra money not being spent on an OS to buy a SSD. Its the biggest performance gain you can put in a PC. Also check to see if your school has access to the DreamSpark program from Microsoft. I get almost all of the Microsoft programs including Windows 7, 8, Server, etc for free.

Overclocking is increasing clock speeds to get more performance but the component heats up and needs more voltage and may damge the part if done wrong. Do you want an SSD? though you must sacrifice a little performance if you want one.

You don't need more than 8GB for gaming but if you want it for other reasons, then why not?

ya i get most microsoft programs for free :-D 

ya my frien was telling me to get a 1tb harddrive and a 120gb SSD to house my operating system and the games i play a lot,

Its easier to just install the OS on a SSD the first time you install Windows. It can get messy if you try to move the OS from a hard drive over to a SSD later. SSD for the OS and programs, and the hard drive for games and media is the way you should set it up.

A 120GB is a good start, but if you can find a deal, I would suggest a 256GB. You will have room to grow.

Tell me your absolute max budget.

This is a strong system, with room to upgrade.  NZXT Tempest is a simple case but has plenty of room for expansion, and is well built.  The Xigmatek Dark Knight II will allow you to overclock the i5-3570K to 4.5GHz easily, and the MSI Power Edition 660 Ti can easily be overclocked to speeds similar to that of a fully overlocked GTX 670.  Overall solid build, only thing it lacks is an SSD.
