1,000 dollars for a full fledged Pc (including monitor(s) and peripherals)

GPU wise, no. It won't be overkill. It would fit. What that gpu will do under load is diffrent than under idle if that's just some normal kind of power draw there. If you want to ad another GPU, or overclock it,  or overclock your CPU, or do all together. (which I assume with your cpu cooler) That sapphire looks good, and is a tip better as the xfx HD 7870. They are nearly same as good, I just like the HD 7870 more (design), it depends. Get the cheaper one of these. That case is overkill! Here: It looks good, and is on sale:

You can get a seagate barracuda 2TB for 90-99$. And maybe even an SSD. It depends on how much is left, but that 125 $ case is overkill.

i guess your right on the case, i guess ill keep it as a dream case haha, is changing cases from a already built computer hard? i assume its a bit tidious,

I wont need alot of HDD space, i currently have 250G and im only using like 100 of it so,

I went pretty overkill on some parts so you can downgrade to a 7850 or 7870 to throw on a CPU cooler, better case, better CPU, or what have you. I threw the g500 mouse on simply because I reccomend it to everyone. Taking out the parts is WAY easier, than acutally building a PC from scratch ;). And you will learn at the same  time.

By the way, what kind of case are you aming for? Paying 50 bucks for a case (the haf 912 looks fine, with 200mm and 120mm fan) is good in your case (not case, your case XD) 

The Power Cooler Radeon HD 7870 MYST. Edition (Tahiti LE) 2GB might be worth the little extra price. It benchmarks generally about as well as the 7950.
